Ingrid Betancourt Pulecio was born on 25 December 1961 in Colombia. She holds dual citizenship from Colombia and France, she obtained the latter through her marriage to a French diplomat.
In the 1990s, Betancourt divorced French diplomat Fabrice Delloy with whom she had 2 children. Years later she married Colombian advertising executive Juan Carlos Lecompte in 1997.
She had an international upbringing as her father was a diplomat who had been posted to France when she was a child. Her mother was a former miss Colombia who later joined Colombian politics as well.
